This article presents a meta-analysis of initiatives aimed at helping people with psychiatric or learning disabilities improve social participation and citizenship (based on work in Estonia, Hungary and the Netherlands). It will be of interest to people interested in the policy - practice gap.

Key findings: Although the circumstances in each country are quite different with regard to policy, culture and service systems, it is remarkable that people with disabilities face many of the same problems. The key finding was that while rights and strategies are in the process of being implemented in national and local policy level many professionals providing services to them are generally unaware of the rights that people have.
