Carmel has studied individual funding programs nationally and internationally over the past 16 years – these are now being implemented in the National Disability Insurance Scheme (NDIS) and consumer directed care (CDC) in aged care. Carmel’s background is in social work. She has worked with organisations transitioning to individual funding programs and her work has included service design, organisational change, professionals transitioning to a more collaborative and less authoritative style, and workforce strategies regarding staff recruitment, training and retention.  Carmel has published widely.
