Since the 1970s, there has been a resurgence of Indigenous

political demands for greater self determination and control over family life. In the delivery of child welfare services, the transfer of real authority over children and families to Indigenous communities is widely considered as an important means of

achieving long-term empowerment of Indigenous peoples in the area of children’s

wellbeing.

This report provides an overview of the delivery of child welfare services to Indigenous communities in Australia, Canada, the United States and New Zealand. It thematically considers some general issues cultural competence, self

government and self determination. The report concludes with a set of

recommendations.
