The Royal Commission into Institutional Responses to Child Sexual Abuse recognised early on the likely particular vulnerabilities of children with disability and the institutional contexts which they encounter. This commissioned discussion paper provides a reasoned analysis of the historical, social and policy context surrounding children with disability and examines the evidence about prevalence and prevention of sexual abuse of children with disability in institutional contexts.
